P R O C L A M A T I O N
by the Governor of the State of California
WHEREAS, on December 19, 2001,
20-year-old Henry Lozano was killed after being shot in
the head and chest while driving his car in the City of
Desert Hot Springs; and
WHEREAS, with the help of other law
enforcement agencies, the Desert Hot Springs Police
Department has pursued and exhausted all investigative
leads and, although investigators believe the person(s)
who killed Henry did so intentionally by firing a
large-caliber weapon at him from inside a moving car, to
date his murder remains unsolved; and
WHEREAS, Desert Hot Springs Police
Chief Roy Hill believes certain people have additional
knowledge of this crime and has asked that a reward be
offered, in supplement of an existing, privately funded
reward, to encourage these people to contact law
enforcement; and
WHEREAS, the family of Henry Lozano
fully supports the reward; and
WHEREAS, public assistance is vital to
law enforcement, and rewards often encourage public
cooperation essential to apprehend those who have
committed serious offenses; and
WHEREAS, the Governor is authorized by
Penal Code section 1547(a) to offer rewards for
information leading to the arrest and conviction of any
person who has committed, or is charged with the
commission of, an offense punishable by death; and
WHEREAS, the reward will be paid in
accordance with Penal Code section 1547.
NOW, THEREFORE, I, ARNOLD
SCHWARZENEGGER, Governor of the State of California, do
hereby offer, effective immediately, a reward in the
amount of fifty-thousand dollars ($50,000) for
information, voluntarily given hereafter, leading to the
arrest and conviction in a California court of the
person or persons who committed or is/are charged with
the commission of an offense punishable by death for the
murder of Henry Lozano.
